Mid-Level Management Analyst

Rite-Solutions, Inc., a growing and innovative CMMI Level 3 software and systems engineering company, is seeking a skilled and motivated Mid-Level Management Analyst candidate in the Norfolk, VA area.  This is an immediate opening for a full-time position providing engineering support to the Surface Maintenance Planning Program (SURFMEPP) located at the Norfolk Naval Shipyard in Portsmouth, VA.  SURFMEPP maintains, monitors, and refines Class-wide and Individual-Ship Maintenance Plans for all non-nuclear surface ships to ensure material readiness for the projected service life, develop life-cycle strategies to address system upgrades, and fully implement the Class Maintenance Plan into each surface ship's maintenance schedule and availability planning process.

 

Job Description

 

The Management Analyst acts as a Subject Matter Expert concerning the collection, reconciliation, compilation, analysis and presentation of historical ship system/equipment depot level repair technical and cost data from multiple Surface Warfare enterprise databases.  The selected candidate will evaluate Required Contract Changes (RCCs) from private sector ship repair and modernization contracts with an eye towards determining the root cause of the growth or new work.  The selected candidate will consider all pertinent data in this analysis such as contractor Condition Found Reports (CFRs), Work Item references drawings and technical manuals, requirement Work Notifications (i.e. Work Item Project Control Number), and pre availability assessment reports.  The selected candidate will conduct analysis of repair scope, incurred cost, and contract changes associated with depot level availability execution that will promote continuous improvements to depot level planning and execution processes (CMP assessment and repair task content, Master Specification Catalog (MSC) templates, and ship repair budgeting data).  Specific duties include:

 

  • Access and collect unfiltered data to determine execution data for specific repairs of equipment in depot level availabilities. Utilize Microsoft Excel software application to create, automate, and analyze data tables and charts
  • Conduct root cause analysis of repair scope, incurred cost, and schedule changes associated with depot level availability execution
  • Conduct trend analysis of repair scope, incurred cost, and schedule changes associated with depot level availability execution
  • Liaison with counterparts across the Command to develop and recommend continuous improvements to depot level planning and execution processes, CMP assessment and repair task content, MSC templates, and ship repair budgeting data
  • Develop detailed presentations depicting current status of EOAA Branch lines of effort, depot level availability analysis results, and depot level planning/execution continuous improvements supporting both the Branch internal and Command external communication strategies.

 

Requirements

 

  • High school degree or a GED, and more than five (5) years of statistical data analysis/operations management/relevant experience (a Bachelor's degree would be considered advantageous)
  • Knowledge and skill in utilizing Microsoft Excel for data analysis
  • Knowledge and skill in utilizing Microsoft PowerPoint functions to translate data analysis methodologies and results into communication strategy products
  • Writing, graphical presentation and data analysis skills sufficient to prepare comprehensive reports providing rationale for identified incurred growth or new work during a ship's availability
  • Ability to become proficient at utilizing database applications inherent with the position. Working knowledge of Navy Maintenance Database (NMD) and Validation, Screening, and Brokering (VSB) both housed within the Maintenance Figure of Merit (MFOM) Portal.  The ability to harvest data from these databases is a plus
  • Work experience with private sector US Navy surface ship depot repair and modernization contracts
  • Ability to work independently as well as in project focused teams
  • Must be a US Citizen
  • Secret security clearance required
  • Familiarity with Navy Maintenance and logistics Databases, including 3M-OARS
  • Broad understanding of data management techniques and statistical analysis methodology
  • US Navy Regional Maintenance Center experience as a Ship Building Specialist working depot availability projects
